The expansion of citizenship, in forms distinct from the classic welfare state, depends not only on state capacities based on specialized bureaucracies, but also on the interaction of the state with civil society actors. In other words, it is crucial to centrally consider the production of socio-state capacities. With this in mind, this line of research will investigate two processes of reconfiguring civil society and state action, as well as their implications for citizenship. The first process will focus on religious civil organizations, especially those involved in providing public services. The second process will address policy communities and the production of socio-state capacities in two health sub-areas: addictive substances and therapeutic communities; and the national policy on medicinal plants and phytotherapy.
